Bước vào thế kỷ 21, với mong muốn góp phần xây dựng một nền võ đạo chung cho nhân loại, Vovinam sẽ tiến từ Việt Võ Đạo tới Nhân Võ Đạo. Đây là một lý tưởng hoàn toàn mang tinh thần phục vụ, cống hiến cho nhân loại, một nhân tố hòa hợp, gắn bó bằng tâm thức yêu thương, hào hiệp chứ không phải sự chinh phục, áp đặt, đồng hóa. Chân giá trị của "Võ đạo" là tính chất nhân bản : do con người, vì con người, phát triển và phục vụ con người...Vovinam như một biển lớn thu nạp được tất cả mọi mạch nguồn từ các nơi đổ về, bất kể phẩm chất và số lượng của mạch nguồn đó ra sao, sau đó chuyển hóa thành nước biển trong sạch. NOTICE
- At 3 pm on Tuesday, 24/8/2010, at Tổ Đường on 31 Sư Vạn Hạnh Street, District 5, Ho Chi Minh City, Vietnam, Grandmaster Lê Sáng presided over a conference of the Discipline Central Office. The conference announced the establishment of the Council of Managing Masters. In attendance were Master Nguyễn Văn Chiếu, Master Nguyễn Văn Sen, Master Nguyễn Văn Vang, Master Nguyễn Tôn Khoa, Master Mai Văn Hiệp, Master Trần Đa, Master Nguyễn Hồng Tâm, and a few other masters ...
- Master Nguyễn Tôn Khoa read the decision of Grandmaster Lê Sáng on the establishment of the discipline’s Council of Managing Masters, Operational Bylaw, and Appointment Desicions. According to Appointment Decisions, the Grandmaster appoints the Council of Managing Masters to independently set up operational policies. However, due to the requests of the masters in attendance, the Grandmaster has reviewed and issued the Operational Bylaw as foundation for the Council (attach document).
- During the conference, based on the current development conditions of Vovinam Việt Võ Đạo in the country as well as abroad, Grandmaster Lê Sáng advised the appointed masters on the approach they should take to continue expanding the discipline development going forward. The Grandmaster also assigned specific responsibilities for each master in the Governing Council.

Grandmaster’s Decision Regarding the establishment of Council of Managing Masters
To meet the demand of our discipline’s activities and development, the Grandmaster of Vovinam Việt Võ Đạo decides:
Item 1. The establishment of the Council of Managing Masters of Vovinam Việt Võ Đạo discipline, called Masters Council for short. The discipline’s Council of Managing Masters has the responsibility of running all activities and operations of the discipline based on the guidance of the Grandmaster.
Item 2. The Council of Managing Masters consists of a Executive Director (Chánh Chưởng Quản) and several Director (Chánh Vụ) and Special Project Director (Chánh Sự). Members of the Council of Managing Masters are selected and assigned by the Grandmaster.
Item 3. This decision becomes effective on the date of signature. All organizational structures of Vovinam Việt Võ Đạo are responsible for implementing this decision.

Bylaw of Council of Managing Masters Vovinam Việt Võ Đạo Discipline Issued by Grandmaster
Since the day the master Nguyễn Lộc founded Vovinam - Việt Võ Đạo, our discipline has experienced multitude of tribulation and challenges. However, our discipline has prevailed and continued to expand vigorously inside Vietnam as well as abroad; and that’s due to the benefits that our discipline has offered the practitioners, combined with the diligent work and determination of the masters and instructors.
In order for this movement to progress properly according to the 3 goals and 5 guidelines outlined by our discipline, the organization and operation must also be flexible and adaptive. The previous organizational operations have become ineffective (obsolete), while the need for growth is vast and massive for both inside the country as well as abroad. Therefore, as Grandmaster responsible for the future of our discipline, I hereby announce the establishment of an organization to operate and manage Vovinam – Việt Võ Đạo discipline.
The new organization will be called: “The Council of Managing Masters of Vovinam - Việt Võ Đạo”. It replaces other organizations of the discipline existed previously. The primary person of this new organization will be called “Executive Director” (Chánh Chưởng Quản) and will be the chief of our discipline. Thus, the title of Grandmaster (Chưởng Môn) will not be used anymore in the future.
From now on, within our discipline, the tittles for Founding Grandmaster Nguyễn Lộc (Sáng Tổ Nguyễn Lộc) or Grandmaster Lê Sáng (Chưởng Môn Lê Sáng) become special designation associated with earlier stages of our discipline.
Bylaw of Council of Managing Masters Vovinam Việt Võ Đạo Discipline
Item 1: The Council of Managing Masters of Vovinam - Việt Võ Đạo Discipline, called Discipline Masters Council for short, is the highest organization of our discipline, formed under direction of Grandmaster Lê Sáng to operate and manage Vovinam - Việt Võ Đạo discipline according to the discipline’s 3 goals and 5 guidelines.
Item 2: The Council of Managing Masters consists of a Executive Director (Chánh Chưởng Quản) and several Director (Chánh Vụ) and Project Director (Chánh Sự), by Grandmaster’s appointment.
Director of Ceremony and Technical Excellence is the person responsible for taking care of Tổ Đường, maintainig a reverent altar for the deceased masters, keeping up the traditions and the discipline’s formal ceremony, in the meantime be responsible for the discipline’s martial art technical aspects such as techniques, the forms and teaching methods.
Director of Finance – Materials is the person controlling the monetary funds, maintaining accounting system, in the meantime, managing and developing for the discipline’s facilities and properties.
Director of Administration is the person responsible for the Discipline’s Office, responsible for receiving and distributing all official documents.
Special Project Director is someone who is appointed by the Executive Director and be responsible for a particular task within a limited time.
Item 3: The Masters Council convenes once a month, in case of urgent needs, the Executive Director can call unscheduled meetings.
The Masters Council adheres to the principle of majority. In the case of a tie vote, the Executive Director has the deciding vote.
Based on offìcal workload, the Executive Director may assign projects to Directors and Special Proeject Directors for implementation per their defined responsibilities and reporting back to the Executive Director for getting approval of the Masters Council by voting.
Based on an approved plan, the Executive Director assigns specific tasks for each official Coucil members.
Item 4: The official Council members may being warned and reminded of mistakes by the Executive Director. In case a Council member could not fulfill an assigned role, the Executive Director will submit a motion to the Council for replacement.
Replacement of a member of the Council of Managing Masters requires a secret ballot, the voting process must follow the process of approving a motion resolution of the Masters Council.
In case the Executive Director committing an action deemed inappropriate according to the 3 goals and 5 guidelines or a wrong doing that has a negative impact to the Discipline, the Masters Council convenes a meeting to vote, and with the basic 2/3 majority the Executive Director will be disposed and vote for a replacement.

Based on the decision for establishment of the Council of Managing Masters, the Grandmaster of Vovinam Việt Võ Đạo Discipline decides:
Item 1. To appoint the following masters to the official posts of the Council of Managing Masters in the following roles:
- Master Nguyễn Văn Chiếu: Executive Director.
- Master Nguyễn Văn Sen: Director of Ceremony and Technical.
- Master Nguyễn Văn Vang: Director of Exam and Quality Control.
- Master Trần Văn Mỹ: Project Director.
- Master Nguyễn Chánh Tứ: Project Director.
- Master Mai Văn Hiệp: Project Director.
- Master Võ Văn Tuấn: Director of Planning and Human Resources.
- Master Trần Đa: Director of Finance and Materials.
- Master Nguyễn Tôn Khoa: Director of Administration.
Item 2. This decision is effective on the date of signature
Item 3. The bylaw of the Council of Managing Masters is unanimously approved by the Masters Council and the Executive Director signed it as official order.
Item 4. All discipline related organizational structures and individuals mentioned in Item 1 above have the responsibility of carrying out this order.
